Ahmed Abubakar Bobboi Executive Secretary Petroleum Equalisation Fund (Management) Board

Ahmed A. Bobboi is the Executive Secretary of the Petroleum Equalisation Fund (Management) Board, a parastatal under the supervision of Federal Ministry of Petroleum Resources, mandated to reimburse oil marketing companies for any loss sustained by them solely and exclusively, as a result of the sale by them, of petroleum products at government approved prices throughout the country. 

Born on December 18th, 1956 in Mubi, Adamawa State, North-East Nigeria, he is a graduate of University of Maiduguri, where he obtained a Bachelor of Science in Political Science and Administration in 1981. He is an astute administrator with over 20 years experience in the oil and gas industry.

Ahmed Bobboi began his Public Service career as Administrative Officer with the defunct Gongola State Civil Service in 1982. He was also with the Federal Polytechnic, Mubi and rose to the rank of Principal Assistant Registrar (Head, Students’ Affairs Section).

He joined the Petroleum Equalisation Fund (Management) Board in 1997 as a Chief Officer in the office of the Executive Secretary, where he brought in his administrative acumen. He also at various times, served as Head, Administration  & Personnel Department, Zonal Coordinator (North West Operations), Zonal Coordinator (North East Operations), Manager in charge of BRIDGING OPERATIONS, Manager DAPPMAN Operations, Zonal Manager (Enugu Zonal Operations), Zonal Manager (Ibadan Zonal Operations), General Manager (Admin & Personnel) and was appointed Ag. Executive Secretary in February, 2016.

Ahmed A. Bobboi was subsequently confirmed & appointed Substantive Executive Secretary in September, 2016.  It is worthy of note that Ahmed Bobboi is the first Executive Secretary appointed from within the organisation.

With his wealth of experience in the industry, he has been able to maintain and improve good relationships with stakeholders, especially in the downstream sector.  This improved relationship has also resulted in the smooth distribution and availability of petroleum products nationwide.

Since his assumption of office, he has moved the organisation to a higher level by encouraging staff on self-development and has invested in capacity development for Management and staff of the Board to improve and acquire new skills, knowledge, discipline, accountability and efficiency, etiquette and organisational culture

His other key achievement is Automation of the entire value chain Operations. PEF(M)B has secured the approval of the Federal Executive Council (FEC) for the procurement of Automated Fuel Management System and Sensor Network Solution. The Solution will enhance delivery, monitoring, and management of downstream petroleum products nationwide. This will ensure credible reporting for the Federation Accounts Allocation Committee (FAAC) by eliminating discrepancies in daily consumption volumes of petroleum products. The system is intended to serve as a data repository for other organisations, national planning and economic development of the nation.

Under the leadership of Ahmed Bobboi, the Board has continued to enjoy mutual and beneficial industrial harmony with all Unions in the industry, both at the local and national levels as no stoppage of work has been recorded since his assumption.

The Board under his leadership has been collaborating with other government agencies such as National Information Technology Development (NITDA) for required technology standards and regulations, human capital development for Interns/NYSC and National Bureau of Statistics on petroleum products statistics and data management.

In recognition of his various achievements, Alhaji Ahmed A. Bobboi has won numerous awards such as; Commendable Leadership in the Public Sector in 2018 Award by Texem-UK, Arewa Journalists Award, BusinessDay Award for Outstanding Leadership, Sardauna-Azikiwe National Unity Award, National Hydrocarbon Award by the Ministry of Petroleum Resources, Friend of the Union Award by PENGASSAN, NITDA Governmental Digital Service Award: eGov Award, Best MDA (Recognition for compliance to NITDA clearance policy), 1st Runner-up and Award of Excellence (in recognition of the Parastatal’s Innovative & Quality Service Delivery in Nigerian Oil and Gas Industry) by PENGASSAN.

He has attended several local and international conferences and trainings.  Ahmed A. Bobboi is also currently a Board member of the Petroleum Products Pricing Regulatory Agency (PPPRA). He is married and blessed with children.
