Petrol Supply Rose to 71.5 Million Litres Daily in November — NMDPRA

The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has disclosed that the daily supply of Premium Motor Spirit (PMS), commonly known as petrol, rose sharply to 71.5 million litres per day in November 2025, up from 46 million litres per day in October.

According to the November 2025 fact sheet released by the authority on Monday, the increase was largely driven by imports carried out by the Nigerian National Petroleum Company Limited (NNPC Ltd.), which accounted for about 55 per cent of total petrol supply to the Nigerian market from both domestic and international sources.

The report noted that national petrol consumption also rose by 44.5 per cent, increasing to 52.1 million litres per day in November from 28.9 million litres per day in October, resulting in a supply surplus of approximately 37.4 million litres.

Supply sources

Domestic refineries contributed 17.1 million litres per day during the period. However, the NMDPRA confirmed that no production activities were recorded at state-owned refineries—Port Harcourt, Warri, and Kaduna—as all facilities remained shut throughout the month.

The average daily PMS consumption for November was put at 52.9 million litres per day.

According to the authority, the increased import volumes were aimed at boosting national inventory levels and ensuring steady supply during the peak end-of-year demand period.

Other factors responsible for the surge in supply include:

  • Low petrol supply recorded in September and October 2025, which fell below national demand thresholds;
  • The need to build strategic stock ahead of festive season demand; and
  • Twelve cargo vessels initially scheduled to discharge in October, which eventually spilled over into November.

Gas supply performance

On the gas segment, the report revealed that average daily gas supply rose to 4.684 billion standard cubic feet per day (bscf/d) in November, compared to 3.94 bscf/d in October.

The Nigeria LNG (NLNG) Trains 1–6 maintained a stable processing output of 3.5 bscf/d, while utilisation improved slightly to 73.7 per cent, up from 71.68 per cent in October.

The NMDPRA attributed the improvement to higher plant utilisation across major gas processing hubs and steady export volumes from the NLNG facility in Bonny.

“As of November 2025, Nigeria’s major gas processing facilities recorded improved output and utilisation levels,” the report stated.

It further detailed that:

  • Gbaran Ubie Gas Plant processed 1.250 bscf/d at 71.21 per cent utilisation;
  • MPNU Bonny River Terminal recorded 0.690 bscf/d throughput;
  • Escravos Gas Plant processed 0.680 bscf/d, operating at 62 per cent utilisation; and
  • Soku Gas Plant emerged as the top performer, processing 0.600 bscf/d at an impressive 96.84 per cent utilisation rate.
